About the Role
The International Baccalaureate Organisation (IBO) is increasingly working with education systems, including governments, international organizations and non-profit organizations, to support education reform where there is alignment with an IB education. The Operations Manager supports the effective running of the operational processes, governance arrangements and tools that enable the Education Systems Solutions department to evaluate, develop and deliver systems consultancy opportunities. Reporting to the Senior Operations Manager and working closely with regional teams and corporate functions, the role helps ensure that proposals and projects are well coordinated, compliant, operationally sound and progressed efficiently.
This is a 12-month fixed-term, full-time opportunity based in Cardiff or The Hague, with the potential to become permanent pending the growth and sustainability of the systems consultancy business. Travel is expected to be approximately 15% of time.
The role is ideal for an organized and proactive operations professional with experience in proposal development, contract administration, project coordination and cross-functional working in a complex environment.
ResponsibilitiesKey Responsibilities
- Support the effective operation of departmental processes, governance arrangements and tools so that opportunities and projects progress consistently and in line with agreed requirements.
- Draft, coordinate and refine proposals and supporting documents to ensure submissions are complete, well presented, compliant and aligned with departmental expectations.
- Support the administration and progression of contracts, agreements and internal approval documentation.
- Work closely with regional teams and corporate functions to maintain continuity from opportunity development through to implementation.
- Provide practical operational support to stakeholder engagement activity, meetings, records, logistics and follow-up actions, including support to advisory forums where required.
Contribute actively to the wider work of the Education Systems Solutions department.
About You
- Degree qualified in Business, Operations Management, Public Administration, Finance, Project Management or a related field; a postgraduate qualification would be an advantage.
- Experience in operations, project coordination, proposal development, contract administration or a related field, ideally within an international, public sector, non-profit or matrix environment.
- Strong drafting, coordination and organizational skills, with the ability to manage multiple priorities and maintain attention to detail.
- Good judgement and strong collaborative skills, with the ability to work effectively across functions, regions and different levels of seniority.
- A proactive, dependable and adaptable approach, with a strong sense of accountability for quality and follow-through.

- Annual salary circa £49,314 per annum, negotiable dependent on experience

Position Location: The Hague
- Annual salary in the region of €56,910, negotiable dependent on experience
- Annual Pay Review
- Relocation support and work permit sponsorship available
- Flexible benefits allowance equivalent to 1.5% of Annual Salary to spend on benefits or as addition to salary
