DISTINGUISHING CHARACTERISTICS OF WORK

This position is distinguished by responsibility for supervising the construction of roadway and right-of-way improvements, including drainage, earthwork, curbs, gutters, sidewalks, road, lighting, pavement markings, signage, landscaping, and related infrastructure. The Streets Capital Project Manager oversees work performed by City crews and/or private contractors and serves as the City’s representative during construction, including management of Construction Engineering Inspection (CEI) services when applicable.

ESSENTIAL EXAMPLES OF DUTIES

The following illustrates examples of some of the essential duties and responsibilities of the Streets Capital Project Manager. There may be other essential functions, not listed below, in order to accomplish the tasks as presented by the Supervisor.

  • Manage municipal roadway and right-of-way construction projects, including drainage, earthwork, curbs, gutters, sidewalks, road, lighting, pavement markings, signage, landscaping, and related infrastructure.
  • Supervise and coordinate the work of city crews, contractors, and consultants performing construction activities.
  • Oversee Construction Engineering Inspection (CEI) teams when projects are delivered through contracted CEI services.
  • Inspect all phases of construction to ensure compliance with approved plans, specifications, safety requirements, and applicable local, state, and federal standards.
  • Anticipate, identify, and resolve construction conflicts in coordination with design engineers, Streets Engineering staff, and the Streets Operations Manager.
  • Review contractor invoices and pay applications to verify quantities, workmanship, and satisfactory completion of work.
  • Review, evaluate, and make recommendations regarding field changes and change orders.
  • Log, review, and process shop drawings and submittals.
  • Track project schedules, costs, and progress; generate daily project reports and maintain accurate project documentation.
  • Review certified payrolls and conduct field interviews to ensure compliance with applicable wage rate determinations.
  • Assign work orders and coordinate activities between City departments, contractors, consultants, and utility companies.
  • Serve as a point of contact for internal stakeholders, contractors, and utility providers during construction.
  • Communicate effectively in writing and verbally with staff, consultants, contractors, and the public as needed.
  • Assist with project planning, budgeting, and scheduling as assigned.
  • Ensure compliance with highway standards and municipal standards and policies.
  • Perform other related work as required.

KNOWLEDGE, SKILLS, AND ABILITIES

  • Ability to read, interpret, and apply roadway construction plans, specifications, and contract documents.
  • Knowledge of site construction methods and procedures.
  • Knowledge of highway standards and municipal design and construction standards and policies.
  • Understanding of construction inspection practices and quality control.
  • Ability to review certified payrolls and enforce compliance with applicable wage rate requirements.
  • Strong organizational, problem-solving, and decision-making skills.
  • Ability to communicate effectively both orally and in writing.
  • Ability to coordinate multiple crews, contractors, and stakeholders simultaneously.
PHYSICAL REQUIREMENTS

  • Primarily office-based with occasional field visits to project sites or public infrastructure locations.
  • Frequent interaction with the public, contractors, and internal staff.
  • Work may involve deadlines tied to construction schedules, public safety concerns, or emergency responses.
  • Must have the use of sensory skills in order to effectively communicate and interact with other employees and the public through the use of the telephone and personal contact.
  • Physical capability to effectively use and operate various items of office related equipment, such as, but not limited to, personal computer, calculator, copier, and fax machine.
  • Work involves working indoors and outdoors in inclement weather conditions.
  • Work involves sitting and standing for long periods of time.
  • Work involves frequent typing, walking and bending, lifting and stooping for short periods of time.
  • Must be able to lift and/or carry weights of up to 30 pounds.

MINIMUM TRAINING AND EXPERIENCE

  • Education equivalent to high school graduation; additional education may substitute for experience on a year-for-year basis.
  • In addition to any experience credited toward education equivalency, a minimum of ten (10) years of experience in roadway, drainage, and/or site development construction is required.
  • Experience supervising construction crews or contractors is required; municipal and right-of-way construction experience is preferred.
  • Possession of a valid State of Florida driver’s license.
  • A combination of education and experience may be considered.
