Role Overview
The HR & Compliance Manager will serve as the backbone of our HR-as-a-Service practice, combining legal expertise, HR systems leadership, and client advisory capability to deliver seamless employment compliance and HR operations for multiple organizations across Africa.
This individual is not just an executor but a builder — someone who can design, implement, and continuously refine HR and compliance frameworks that meet both Ghanaian and multi-country standards. They will manage cross-functional dependencies, mentor internal teams, and confidently advise C-suite executives, ensuring our clients experience world-class HR governance, zero compliance risk, and transparent service delivery.

Key Responsibilities
A. Internal Leadership & Operational Management

● Lead HR and compliance operations across internal and client-facing teams.
● Manage cross-functional collaboration between Recruitment, Finance, and Legal to ensure cohesive service delivery.
● Train, mentor, and develop operational team members on HR processes, legal compliance, and client service excellence.
● Design and document HR and compliance processes from the ground up — including employee lifecycle management, payroll frameworks, and compliance dashboards.
● Implement quality control mechanisms and ensure all HR documentation meets legal and brand standards.
● Oversee internal HR functions, including policy development, employee engagement, and staff welfare management.
B. Legal & Regulatory Compliance

● Ensure total compliance with the Ghana Labour Act, SSNIT, GRA, NHIA, Data Protection Act, and other statutory frameworks.
● Advise clients on employment contracts, terminations, disputes, and labor inspections.
● Coordinate with external legal counsel for risk management, dispute resolution, and contract review.
● Manage relationships with government agencies (Labour Department, SSNIT, GRA, Immigration, etc.) to facilitate compliance and licensing.
● Conduct periodic compliance audits and issue detailed reports with recommendations for corrective action.
C. Payroll, Benefits & EOR (Employer of Record) Management

● Manage end-to-end EOR operations — from onboarding to offboarding — ensuring adherence to local labor laws and client SLAs.
● Oversee payroll processing, ensuring accuracy, confidentiality, and statutory payment compliance.
● Administer statutory and private benefits (SSNIT, Tier 2/3, health insurance, etc.) and manage vendor partnerships with insurance and benefits providers.
● Handle employee dispute resolution and disciplinary processes in accordance with the law and internal frameworks.
D. Client Advisory & Relationship Management

● Serve as a strategic HR and compliance advisor to client leadership, including C-suite executives and global founders.
● Provide proactive, structured communication to clients with a “no surprises” rule — consistent updates, issue tracking, and risk reporting.
● Present compliance summaries, audit findings, and HR recommendations during client review meetings.
● Build and maintain strong relationships with client legal, finance, and operations leads to align on service outcomes.
● Represent the company professionally in client interactions across Europe and Africa, positioning the HR-as-a- Service function as a trusted strategic partner.
E. Technology & Data Governance

● Utilize HR information systems and reporting tools for payroll, compliance tracking, and performance analytics.
● Drive automation and process efficiency in HR service delivery.
● Ensure strict compliance with data privacy regulations and secure handling of all employee and client data

Requirements

● Bachelor’s Degree in Law (LLB), Human Resource Management, or a related field.
● Minimum 7 years of progressive experience in HR, compliance, or legal advisory roles — ideally within a consulting, EOR, or multi-country HR environment.
● Proven expertise in the Ghana Labour Act and familiarity with labor frameworks across Nigeria, Kenya, Tanzania, and Côte d'Ivoire.
● Demonstrated success building HR and compliance processes from scratch — with a “founder’s mindset.”
● Experience managing payroll, benefits, and compliance reporting across multiple client accounts.
● Professional certification preferred (IHRMP, SHRM, CIPD, or equivalent).
